QED, Incorporated is seeking a Science Project Manager to support the Arctic Research Support and Logistics (RSL) Program at the National Science Foundation (NSF). This position is remote.

The RSL program provides services, facilities, and operational support needed by grantees to conduct scientific research in the Arctic. Four program managers in the RSL program work together to manage annual activities and plan long term investments across all regions of the Arctic in science support, facilities, vessels, aircraft, operations, health, safety, environmental compliance, IT and communications, and program management. The RSL program requires assistance with tasks associated with the efficient management and effective reporting on program activities. The RSL program managers work closely with the scientific research community at Universities and other institutions, with research programs in the Arctic Sciences Section at NSF and with the U.S. Antarctic Program as well as programs across NSF, at other federal agencies, and international programs. The RSL program relies on multiple business systems to track and plan activities and investments. The successful candidate will be required to travel occasionally to meetings and may travel to the Arctic for site visits. This position is most appropriate for candidates with a background in science who are interested in science administration and have skills such as written and oral communication, graphic design, meeting planning, and data analysis and who enjoy collaborating and working in a team.

Responsibilities:

As a Science Project Manager, you will support program managers in developing documents, reports, and presentations about the RSL program with a focus on supporting Arctic research including, but not limited to the following responsibilities:

Use program business systems to gather data about aspects of the RSL program and conduct moderately complex quantitative analyses and qualitative assessments;
Participate in long-range planning activities and draft white-paper reports on programmatic themes that aid in decision-making and determination of program direction
Provide budget support to include creating and monitoring budget spreadsheets and conducting financial analyses;
Support the research vessel program manager to track investments in research vessel capabilities and use;
Develop technical documents and reports for panels, committees, and site visits;
Develop compelling and well-organized graphic presentations;
Research and develop documents for agreements, white papers, presentations, and portfolio databases as related to programmatic themes to aid in decision-making.
Preparation and presentation of white papers, briefing packages and liaison with the science community.
Support the development of collaborative agreements between NSF and other federal agencies or international partners;
Attend meetings and conferences as assigned to report on specific aspects of the RSL program and to gather information; and
Other duties as assigned.

Required Qualifications:

Bachelor's degree with major in engineering, physical science, social science, natural science, or technology-related discipline.
Ability to pass a Public Trust background check.
1-3 years project management experience in similar position with emphasis on managing science projects. Prefer extensive knowledge of utility backup systems, knowledge of survey and instrumentation technologies on scientific marine vessels, and hands-on expertise and management of databases accessed by multiple users
Demonstrated skills in written and oral communication, particularly the development of reports and communication of ideas through presentations.
Requires basic understanding of science objectives, logistics methodologies, and science communication
Experience using Microsoft Office products, especially Excel, Word, and PowerPoint.
Ability to work as part of a diverse, remote team.
Demonstrated good judgement and professionalism.

Desired Experience/Skills:

Project Management Professional (PMP) or other relevant Project Management related certifications, or ability to obtain certification within one year.
Experience with database management.
Familiarity with government contracting or grant making.
Experience with scientific research in the field.
Familiarity with Tableau
Familiarity with SQL, python, or similar programming
Master's in a STEM field preferred
